Production in Minnesota Can Be A Driver of Economic Activity...But We Need A Strong and Sustainable Tax Policy That Helps Us Compete With Other States Offering Incentives To Attract Projects

Minnesota was once among the top five states for film production because of our trained crew and existing infrastructure. Unfortunately, as other states have created better tax credit incentives to lure film and TV production projects to their states, Minnesota’s production industry has lost business to out-of-state locations. Minnesota has missed out on millions in related economic development.

In 2019, Minnesota was considered for dozens of projects from studios like Disney and Warner Bros. Those projects ultimately went to states with tax credit incentive programs, representing a loss of more than $100 million in new spending in the state.

With the 2021 passage of the Film Production Tax Credit we are now in a position to convince production to return to Minnesota. But to be truly competitive and benefit from the economic development that results from content production we need to strengthen our incentive by increasing the spending cap and extending or removing the sunset period to provide a robust and sustainable business environment for the production industry.
